Not sure where to start with this one other than to say that this type of improper installation is consistent throughout the subdivision where this was installed.
The gate is is not properly hung. While some gap inconsistency is bound to happen from time to time, this seemed to be the way on most of the gates I saw there. You will notice the gap between the gate and the latch post (right side of the gate) is quite a bit larger on the bottom as compared to the top.
While the panel to the far left and far right seem to be installed level, it is quite obvious that the section to the left of the gate is not. This is also part of the reason the gapping between the gate and the gate post is further on the bottom than the top.
One could look at this and say that the reason the gapping between the gate and the gate latch post is different is because the section to the left of the gate pulled out a bit from the post, and it does kind of look that way. The problem with that theory though is, if you look carefully at the way the horizontal rails run on the gate, they actually take a slight upward line fom the rails on the section to the gates left thus almost making a small "V" at the gate hinge post. That, and the gate latch still lines up.
What most fail to realize is that while vinyl fence is fairly easy to install, it does take more time than one would think to install it properly as discrepancies are easily seen.
