Pleat some silkribbon.The width of the ribbon used will determine the diameter of the finished ruff and the depth of the pleat used will determine the heighth.I usually use 4mm ribbon for this kind of ruff. After I get it in the pleater I spray it with hairspray or fabric stiffener to set the pleats.
