Daley Center Plaza Fountain One Halloween a few years ago, a lawyer friend took me on a walking tour of downtown Chicago art and architecture. It was a wonderful tour!! On the way, we passed the Daley Center Plaza. That's where the Picasso is located in the heart of the city. Not 25 feet from the Picasso is a fountain which usually sprays clear water. Being the Halloween season, you see the result of the red coloring of the water. It looks like a lava erruption, doesn't it.
