The predecessor of The Faculty of Water Resources and Hydraulic Power was the Hydraulics Department of Northwestern Technical College established in 1937. This faculty has nearly 70-year's teaching history. The specialties of this faculty are catered due to the environment in the northwest part of China, and therefore the graduates play an important role in the development in various institutes of hydraulic engineering and design. This faculty is involved in many important research projects sponsored by National Natural Science Fund of China and the ones of Shaanxi Province. The Faculty of Water Resources and Hydraulic Power is especially well-known for its key technologies to tackle the problems like water management and exploration of water resource strategies in arid and semi-arid regions and large and medium-sized core projects of the upper and middle stream area of Yellow River. This faculty boosts the programs relating to hydraulics, and covers programs as follows: civil engineering, environmental engineering, agricultural civil engineering and electrical engineering. It also has close cooperation with its colleagues in Japan and Singapore.
This faculty consists of 10 departments, 11 laboratories and an institute of civil engineering design. It offers 9 programs for a doctoral program, in which the post-doc research positions are provided. 11 for a master's degree, and 10 for a bachelor's degree. Besides these, it also offers 2 programs for a professional master's degree: Hydraulic Engineering and Civil Engineering and Architecture. Also established at XUT is the publication of the academic magazine Journal of Northwest Hydroelectrical Power.
Among 148 teachers of the faculty there are 44 professors, 50 associate professors. The total student population of this faculty is 3503 , and among which there are 207 doctoral students, 676 master students, and 2620 undergraduates.

Introduction
Shenyang is the economic, cultural traffic, financial and commercial center in China’s northeast ,it is the provincial capital of Liaoning Province, it is also an important industrial base and historically and culturally famous city of China. Shenyang imperial Palace, Fu Mausoleum and Zhao Mausoleum are listed as World Cultural Heritage by the United Nations. Shenyang is the biggest hub of railroad, highway and civil aviation in China’s northeast. Shenyang is national model city in environmental protection and national forest city, and it has become one of the cities of China with the most economic vitality.
The total area of Shenyang City is 13 thousand square kilometers. and the total population is 7.2 million. As a region inhabited by many ethnic groups, there are 32 ethnic minorities. The climate of Shenyang region is temperate subhumid continental climate, the four seasons are clear with the highest atmospheric temperature in July when the average monthly air temperature is 24.0℃, and the lowest atmospheric temperature in January when the average monthly air temperature is -8.5℃. The golden season for tourism is in April to October of each year.
From May 1to October 31,2006, Expo 2006 will be held in Shenyang. The international Horticultural Exposition Garden is located in Shenyang Qi Pan Shan International Scenery Tourist Development Zone of China, the area is 2.46 square kilometers, it is an International Horticultural Exposition with the largest scale up to now, and it is the first time of international horticultural exposition to be held in the forest.
